In this study the two latest issues of the climate reports from the UN: s panel on climate change, IPCC, is analyzed using qualitative analysis. The concept of risk is the subject of the analysis, as this study’s theoretical background deals with how risk communication as a subject of study was born during the 1960- and 70s increased interest in environmental issues, and the risks associated with pollution was highlighted. The purpose of this study is to examine in which ways the concept of risk is used by the IPCC, which is then connected to the physical planning of Malmö Stad. Malmö’s former, current and forthcoming municipal physical plans is analyzed to identify to what extent the IPCC findings regarding climate related risks has been adopted by Malmö Stad and implemented in its physical planning. Climate-related risks are often described at a higher level of abstraction than immediate hazards, but what constitutes as a risk in the eyes of the IPCC has a more than palpable chance of having negative effects because of climate change. The municipal physical planning of Malmö Stad shows that the climate risks most relevant for the city is taken into consideration, and that plans for adaptation is under way.
